Here's how:

Downstream:
D = 20 miles
R = 20 / 3 mph
T = 3 hours.

Upstream:
D = 20 miles
R = 5 mph
T = 4 hours.

The current rate is half the difference between the rates of upstream and downstream

20 / 3 mph LEAST 5 MPH 5 / 3 miles per hour, half of which is 5 / 6 miles per hour. Thus, the rate 5 / 6 miles per hour.
